um if ur asking if u can get a tat to look like abeauty mark the answer is yes can u make it raised i doubt it .... u can get anything tattoo'd you can get lipstick blush eyebrows eyeliner anything tattoo'd (at least in the states) its called permenant makeup...

I have 2 tatts, im not really sure but i have heard you can. Talk to a tattoo artist they will be able to give you an accurate answer.
